This is the cover of X-Force #1, published by Marvel Comics in August 1991. The issue was a direct spin-off of the New Mutants series. It was written and drawn by Rob Liefeld, with a script by Fabian Nicieza.
The issue is notable for being one of the best-selling American comic books of all time, with over five million copies sold. It also introduced a more aggressive, paramilitary version of the New Mutants, with characters like Cable, Cannonball, Boom-Boom, Domino, Shatterstar, and Feral. This issue also featured the first appearance of the character G.W. Bridge. The comic was sold polybagged with one of five possible trading cards.
Many different editions and variants exist, including those that were polybagged with trading cards and second printings with different cover colors.
